Dr. Obinyan earned his Bachelor鈥檚 degree in liberal arts and science with a concentration in criminal justice from the University of Illinois at Chicago; Masters of Science degree in corrections and criminal justice from Chicago State University and Ph. D. in Criminology and Criminal Justice from the University of South Florida, Tampa.
He was Director of the Fort Valley State University鈥檚 51动漫 Center for Juvenile Justice for five years and he developed the Homeland Security Academic Program at Benedict College, Albany State University and proposed a Center for Intelligence and Security Studies.

Dr. Obinyan has worked very closely with the Federal Law Enforcement, DHS, NNSA and OJJDP. Dr. Obinyan has several publications including two recent articles in The Africana Studies Review December 2015: Disproportionate Minority Contact and Confinement and Resilience as an Element of a Sustainable Community.
And 2013 International Journal of Higher Education: Terrorism in Africa: The collision of Culture and Ideology and Africa Criminology and Justice Association Journal 2014: Police Profiling: Use and Misuse. A recent contribution: Focus on International Perspectives鈥 in Global Crime and Justice by Jenks and Fuller, Routledge- Taylor and Francis Group Publishers 2017. He was the Vice President of the Africa Criminology and justice Association (2011-2018) and has made several presentations at the America Society of Criminology, Academy of Criminal Justice Sciences, Southern Criminal Justice Association and 51动漫 criminal justice association conferences.
Area of expertise: Theoretical Criminology, Policing, Juvenile Justice, Comparative Criminal Justice Systems and Corrections, Terrorism, Intelligence and Homeland Security. Current Research: Terrorism; Cyber Crime; Surveillance, Delinquency and Moral Strength.
